Explanation
NOTE
〜とは言うものの means although / but — you admit something is true, then add a contrasting reality.
春になったとは言うものの、まだ寒い。
Although it has become spring, it is still cold.
NOTE
It is formal and a little literary. The first clause states an accepted fact; the second goes against it.
知っているとは言うものの、うまく説明できない。
Although I know it, I cannot explain it well.
The speaker accepts the first fact but admits it does not lead to the expected result.
NOTE
Attach とは言うものの directly to the plain form of a verb or i-adjective.
