〜といわず〜といわず
both ~ and (everywhere)
Explanation
NOTE

〜といわず〜といわず means both... and (everywhere) — it lists two parts to say something covers the whole.

子供こどもは手てといわず顔かおといわず泥どろだらけだ。
The child is covered in mud, both on the hands and the face.
NOTE

Unlike 〜といい〜といい, the two nouns are not just examples — they imply everywhere, with no exception.

昼ひるといわず夜よるといわず工事こうじの音おとがうるさい。
Both day and night, the construction noise is loud.
It often carries a negative or troublesome nuance.
NOTE

Attach といわず directly after each noun. The same particle is repeated for both items.
