Explanation
NOTE
〜であれ〜であれ means whether... or — it lists options and says the result is the same for all of them.
大人であれ子供であれ、ルールは同じだ。
Whether adult or child, the rules are the same.
NOTE
It is formal and literary. The two items are usually a contrasting pair, and the conclusion holds in every case.
晴れであれ雨であれ、試合は行われる。
Whether sunny or rainy, the match will be held.
The conclusion clause states what is true regardless of which option occurs.
NOTE
Attach であれ directly to a noun, repeating the pattern for each listed item.
