Explanation
NOTE
〜であれ means even if or be it — no matter what the case is, the main statement still holds.
どんな理由であれ、遅刻は許されない。
Whatever the reason, being late is not allowed.
NOTE
It is formal and literary. It often follows a question word like どんな or 誰 to stress that nothing changes the outcome.
子供であれ大人であれ、ルールは同じだ。
Be it a child or an adult, the rules are the same.
Repeating 〜であれ lists alternatives that all lead to the same conclusion.
NOTE
Attach であれ directly to a noun. No particle comes between the noun and であれ.

Aite ga dare de are, zenryoku de tatakau.
No matter who the opponent is, I fight with all my strength.

Whatever the reason may be, it is not good to tell a lie.

Ame deare yuki deare, ashita no shiai wa yoteidoori okonawaremasu.
