Explanation
NOTE
〜たる means those who are / as a — it links a noun to a role and its expectations.
教師たる者は手本を示すべきだ。
Those who are teachers should set an example.
たる is most often followed by 者 (mono), meaning 'a person who is'.
NOTE
It is formal and literary. It stresses the duty or dignity that comes with a position.
指導者たる者は責任を持つべきだ。
Those who are leaders must take responsibility.
NOTE
Attach たる directly to a noun, with no particle, usually followed by 者.
