NOTE
〜ずにはおかない means will definitely / bound to — an action or effect is certain to happen.
この映画は観客を感動させずにはおかない。
This film is bound to move the audience.
NOTE
It is formal and literary. It often shows a strong, unavoidable effect on people's feelings or actions.
彼の言葉は人々を怒らせずにはおかないだろう。
His words are bound to make people angry.
The subject is often a thing or an event that produces the effect, not a person.
NOTE
Attach ずにはおかない to the verb ない-stem. Note that する becomes せずにはおかない.

NOTE
〜ないではおかない has the same meaning — will definitely / bound to — but is slightly more conversational.
犯人を見つけないではおかない。
We will definitely find the culprit.
NOTE
Attach ないではおかない to a verb in the ない form, simply replacing the final い of ない.
