Explanation
NOTE
〜ものとする means shall / to be assumed — it states a rule, decision, or assumption as established.
会員は規則を守るものとする。
Members shall obey the rules.
NOTE
It is formal and used in contracts, laws, and rules. It treats something as a fixed obligation or premise.
欠席の場合は連絡するものとする。
In case of absence, one shall give notice.
ものとする presents the action as a binding rule, not a personal choice.
NOTE
Attach ものとする to a verb in dictionary form to state a rule or obligation.
