Explanation
NOTE
〜には及ばない has two meanings depending on what comes before it.
NOTE
With a verb, it means no need to — there is no necessity to do that action.
軽い風邪だから、心配するには及ばない。
It is just a light cold, so there is no need to worry.
NOTE
With a noun, it means does not match — one thing falls short of another in quality or degree.
私の料理は母には及ばない。
My cooking does not match my mother's.
Here には及ばない compares two things and shows one is inferior.
NOTE
It is formal and polite. For the no need to meaning, attach には及ばない to a verb in dictionary form.
