Explanation
NOTE
〜につけ〜につけ means whether... or — in both of two contrasting situations, the same result holds true.
嬉しいにつけ悲しいにつけ、故郷を思い出す。
Whether happy or sad, I think of my hometown.
NOTE
It is formal and literary. The two items are usually opposite pairs, like good and bad or happy and sad.
良いにつけ悪いにつけ、噂が広がる。
Whether good or bad, the rumor spreads.
This pattern often pairs naturally opposite i-adjectives.
NOTE
With i-adjective pairs, attach につけ directly to each i-adjective in dictionary form.
STRUCTURE
Adj-I辞につけ + [Adj-I][辞]につけ
嬉しいにつけ悲しいにつけ、母を思う。
Ureshii ni tsuke kanashii ni tsuke, haha o omou.
Whether happy or sad, I think of my mother.
暑いにつけ寒いにつけ、体に気をつける。
Atsui ni tsuke samui ni tsuke, karada ni ki o tsukeru.
Whether hot or cold, I take care of my health.
良いにつけ悪いにつけ、結果を受け入れる。
Yoi ni tsuke warui ni tsuke, kekka o ukeireru.
Whether good or bad, I accept the result.
