Explanation
NOTE
〜ないまでも means not to the extent of, but at least — you cannot reach a high level, but a lower one is still expected.
毎日とは言わないまでも、週に三回は運動したい。
If not every day, I want to exercise at least three times a week.
NOTE
The first part names a level you will not reach; the second part names a lower level you should still meet.
完璧ではないまでも、合格点は取れた。
If not perfect, I at least got a passing grade.
With a noun, use ではない before までも to express the level not reached.
NOTE
Attach までも to the verb in its plain negative ない form.

Tetsudawanai made mo, ouen wa shite hoshii.
If you cannot help, I at least want your support.
毎日会わないまでも、連絡はしたい。
Mainichi awanai made mo, renraku wa shitai.

謝らないまでも、事情は説明すべきだ。
Ayamaranai made mo, jijou wa setsumei subeki da.
If you do not apologize, you should at least explain the situation.
