Explanation
NOTE
〜との means that — it links a quoted statement or thought to the noun that follows it.
会議は中止になるとの知らせを受けた。
I received word that the meeting will be canceled.
NOTE
It is formal and common in news and reports. The noun is often 知らせ, 連絡, or 報告.
社長が来週来るとの連絡があった。
There was a message that the president will come next week.
〜との connects the quoted content directly to a noun that names a piece of information.
NOTE
Attach との after a verb in plain form, then place the noun it describes right after.
