Explanation
NOTE

〜となると means when it comes to — given a particular situation, a natural consequence follows.

留学りゅうがくとなると、お金かねが必要ひつようだ。
When it comes to studying abroad, money is necessary.
NOTE

It introduces a hypothetical or actual situation, then states what that situation logically requires or implies.

海外かいがいで働はたらくとなると、語学力ごがくりょくが要いる。
When it comes to working abroad, language skills are needed.
The clause after となると states the consequence of the situation.
NOTE

Attach となると directly to a noun to mean when it comes to that topic or situation.
