NOTE
〜ではないだろうか means isn't it...? — the speaker gently suggests an opinion as a question.

NOTE
It softens an assertion, making the speaker sound thoughtful and polite rather than blunt.
彼はもう家に帰ったのではないだろうか。
Isn't it the case that he has already gone home?
After a verb or i-adjective clause, add の before ではないだろうか to nominalize it.
NOTE
Attach ではないだろうか directly to a noun. The noun states what the speaker thinks may be true.
