Explanation
NOTE
〜か否か means whether or not — it presents a yes-or-no question as the object of a thought or statement.
計画が成功するか否かはまだ分からない。
We still do not know whether or not the plan will succeed.
NOTE
〜か否か is formal and written. The word 否 (ina) literally means no, so the pattern asks yes-or-no.
この情報が正しいか否かを確認してください。
Please check whether or not this information is correct.
It often precedes a verb of judging or checking, such as 確認する or 判断する.
NOTE
Attach か否か to the plain form of a verb or i-adjective. The first か follows the plain form directly.

試験に合格したか否かは来週分かる。
Shiken ni goukaku shita ka ina ka wa raishuu wakaru.
We will know next week whether or not he passed the exam.
明日行くか否か、まだ決めていません。
Ashita iku ka inaka, mada kimete imasen.
I haven't decided yet whether or not I will go tomorrow.
その計画を実行するか否かを会議で話し合いました。
Sono keikaku o jikkō suru ka inaka o kaigi de hanashiaimashita.
We discussed in the meeting whether or not to carry out that plan.
彼が本当のことを言わなかったか否かは、誰にもわかりません。
Kare ga hontō no koto o iwanakatta ka inaka wa, dare ni mo wakarimasen.
Nobody knows whether or not he told the truth.
NOTE
With a noun or na-adjective, attach か否か directly to the plain word, with no だ before か.
