This grammar means depending on — a result changes according to some factor or condition.
天気いかんで試合は中止になる。
Depending on the weather, the match may be cancelled.
NOTE
It is formal and literary. いかん is an old word meaning how or the state of things.
NOTE
〜いかんで attaches to a noun, often with の. It states the factor that decides the result.
